Probably a good way to make it fun another time around is by making it less linear and making the player do the decisions for the sake of the mission. Possibilities are endless now that CtA is fictional.
I'll give an example, Total War, but let's not go through the whole turn-based strategy part, let's focus on how a battle begins, how it ends, and let's mix in a story.
So you'll end up using tactics to try to keep your men alive so that they will still be able to fight the next battle, if the main character is killed at any point in the battle, it will truly affect the next mission. And since you mentioned co-op, how about add in another main character then? And extend the objectives? So that it wouldn't feel like playing the same mission with just another player as the differing factor.
